About the job Vice President of Human Capital & Business ServicesVice President of Human Capital & Business Services(Permanent Employment)Jakarta, IndonesiaRole Purpose:The Vice President of Human Capital & Business Services will provide strategic leadership and oversight for all Human Capital and Business Support functions in the Indonesia Business Unit. This role will shape the people strategy in alignment with corporate vision, drive operational excellence, and ensure business services deliver value to the organization. The Vice President will act as a trusted advisor to senior leadership, fostering a high-performance culture while ensuring compliance with local regulations and global standards.Responsibilities include but are not limited to the following:Strategic Leadership
  • Develop and implement a Human Capital & Business Services strategy aligned with corporate direction and tailored to the Indonesia Business Unit.
  • Drive workforce localization strategies for Indonesia and, where applicable, neighboring markets.
  • Translate strategic priorities into actionable plans that enhance competitiveness in the Oil & Gas sector.
Policies, Systems, and Governance
  • Oversee the creation, implementation, and continuous improvement of policies, frameworks, and procedures.
  • Ensure governance, compliance, and consistent application of Human Capital and Business Services standards.
Talent & Performance Management
  • Lead the design and execution of performance management systems that engage, motivate, and retain Top Talent.
  • Review performance outcomes and provide strategic workforce insights to the leadership team
Compensation & Benefits
  • Direct the adaptation of Global C&B frameworks to Local Market conditions.
  • Ensure equitable pay practices, robust job evaluation frameworks, and alignment with corporate pay philosophy.
Capability & Leadership Development
  • Identify critical organizational capabilities and oversee targeted development programs.
  • Lead succession planning and leadership development to secure long-term talent sustainability.
Employer Branding
  • Strengthen and promote Mubadala Energy's employer brand to position the company as an employer of choice.
Talent Acquisition
  • Oversee recruitment strategies, policies, and talent pipeline development for current and future business needs.
Business Development Support
  • Provide Human Capital and Business Services support for market entry and expansion within Indonesia.
Secondee & Assignment Management
  • Ensure seamless management of secondee programs, including visas, contracts, and relocation processes.
Payroll & Compliance
  • Oversee payroll accuracy, timeliness, and compliance with statutory requirements.
Business Services & Facilities Management
  • Direct facilities management to ensure operational efficiency, legal compliance, and workplace safety.
HSSE & Safety
  • Ensure Human Capital and Business Services processes meet HSSE & AI standards for onshore and offshore operations.
Reporting & Insights
  • Ensure accuracy and compliance in all reports, leveraging data to inform decision-making.
Qualifications & Experience:
  • Bachelor's degree in Human Resources, Business Administration, or related discipline; Master's degree preferred.
  • 15 years of progressive leadership experience in Human Capital and Business Services, with 5+ years in senior leadership roles. Preferably in the Oil & Gas or energy sector.
  • In-depth knowledge of Indonesian labor laws, HR best practices, and operational management.
  • Proven track record in strategic workforce planning, organizational development, and change management.
  • Strong stakeholder engagement and executive advisory skills.
  • Proficiency in HRIS, reporting tools, and business services management systems.
Skills & Competencies:
  • Strong leadership and strategic thinking skills.
  • Effective communication and negotiation skills.
  • Ability to drive business growth through talent optimization.
  • Deep understanding of Indonesian Labor Regulations and workforce planning best practices.
